To make public; to make known to people in general; to bring before public; to exhibit, display, disclose or reveal. An advising of the public; a making known of something to them for a purpose. Henry Campbell Black’s Law Dictionary 4th Edition Page 1396.

KNOW ALL MEN AND WOMEN BY THESE PRESENTS, that the attached Moors has corrected, Declared, and Proclaimed his or her true National Identity, Political Status and Moorish American Pedigree.

Pedigree. Lineage, descent, and succession of families; line of ancestors from which a person descends; genealogy. An account or register of a line of ancestors. Family relationship. Henry Campbell Black's Law Dictionary 4th Edition Page 1288.

A person has notice of a fact when; (a) he has actual knowledge of it; or (b) he has received a notice or notification of it; or (c) from all the facts and circumstances known to him at the time in question he has reason to know that it exists. A person "received" a notice or notification when: (a) it comes to his attention; or (b) it is duly delivered at the place for receipt of such communication. See Henry Campbell Black's Law Dictionary Abridged 5th Edition Page 550.
